Parent Sort Order

Please can someone explain to me :

1. What is the best practices to set up the Parent Sort Order for entities in a legal (default hierarchy) and an alternative rollup. 

2. How is it used (Best practices) 

3. What is the impact if it is changed 

I cannot find significant information around it.
