Annotations entered via Forms are cleared when the workflow Import/Validate/Load is re-run

We're seeing an issue where user-entered annotations are cleared during the workflow load process, while the associated data is preserved.
Setup
- Our import process loads data and annotations for one set of accounts/sub-accounts.
- A separate set of accounts/sub-accounts is entered manually by users through Forms, CubeViews, or QuickViews.
- Both sets use the same Entity, Scenario, Time, Account, Flow, and UD1–UD8 dimensions, except that UD1 differs (SSSS1 vs. SSSS2), and the Origin member differs (Import vs. Forms).

Timeline
- Sep 28: Ran Import, Validate, and Load. Data and annotations exist in the Import intersection.
- Sep 29: A user entered data and annotations through Forms. Data and annotations now exist in both intersections.
- Sep 30: Re-ran Import, Validate, and Load. Data still exists in both intersections, but the annotation remains only in the Import intersection. The annotation in the Forms intersection was cleared.
Question
We suspect the workflow import/load process is clearing the annotations, but we're unsure why:
- If the clear is happening at the data unit level, we would expect the Forms data to be cleared as well, yet only the annotation was removed.
- Is the
V#Annotationview member handled differently during the Import/Load clear, for example clearing annotations across the whole data unit regardless of Origin? - Is there a setting (e.g., on the Workflow Profile, Data Source, or Scenario) or a recommended design pattern that preserves Forms-origin annotations when an import is re-run?
Has anyone run into this or found a workaround? Any guidance would be appreciated.
