change parameter value via Business rules

Hello
I would like to change the 'can modify data' parameter of the two columns via a business rules :

I want to put a conditionnal rule that says if the column "is store" = yes the corresponding cells in the columns "Opening Date" and "Closing Date" seizable if not the cells won't seizable.

if anyone has already done this , your help will be much appreciated.
