XFGetDashboardParameterValue

I am trying to pull the value of a parameter, =XFGetDashboardParameterValue("IVL_Enabled",True) but it just shows the default value I put in.  If I leave it blank I get #value!.  I guess I am using it wrong but without an example in the documentation I am stuck
