Workflow XFD Form Control

is there a way in Onestream to prevent S.C# as a valid scenario on XFD form uploads?

We are attempting to prevent users from using an older XFD upload form that have been set up with the scenario as S.C#. 

We can then control future form submissions with transformation rules.
