RCM Admin unable to edit reconciliation attributes

Our RCM Admin (not local) doesn’t have permission to update the reconciliation attributes. I read that it depends on her workflow access. Is this correct? Will she need to be a member of all of the workflow maintenance groups since she needs to be able to update any reconciliation attributes? If so, is there an easy way to add RCM Admin to all workflow maintenance groups?
