Do comments consolidate up to parent entities via new functionality or does the below method of creating a dynamic member need to be utilized in order to consolidate comments up to parent entities?

Yes, you should use the function above. As you can see when we mean consolidation of text, it is more like concatenation of words (strings).
There is no such thing as consolidation for text that involves the other consolidation members (Translated, Shares, Adj...). If you put a text on Local, it wont translate it if you go to the conso member Translation 😂
