Variance explanation comments with no data update access

I have a set of Controller level users for Audit reasons don't have access to load or modify data. I am wanting them to be able to enter Variance Comments. The answer maybe obvious, but I wanted to be sure. Do I have to grant them access to load data to these data points to be able to also enter their comments?

You might have to look at cube data access.

First, take out their access for all cells. Then allow them to write to the View Annotation member. Have not tried this for comments only

Do you know if comments ever get locked? It's letting me enter comments into locked data at top levels.
