How is the FX Rates CSV column "Has Data" used?

Does anyone know how the "Has Data" field in an FX Rates CSV file is actually being used?   The Design and Reference Guide lists it as one of the columns in the file. I've only seen it extracted with a value of Yes in this column. What is its actual use?  Is it necessary for Loading FX Rates?  What does "No" mean, for that matter what does "Yes" mean?

Hi KurtMayer Intellisense has it as a Boolean True/False.  When setting the FX rates in a business rule I had to set the HasData to True for it work.  Perhaps it is only relevant when writing the rates to the FXRate table in a BR.  But maybe someone else has a better answer to the necessity of it on the CSV import.
